The Role

Reporting to and under the overall direction of the Managing Director, you will provide strategic and operational leadership across the following Council service areas; Economic Development; Physical Regeneration; Planning Policy; Development Management and; Strategic and Private Sector Housing.

It is an exciting time to be joining the City, where you will be responsible for finalising and ensuring the delivery of our new City Centre Master Plan; working closely with and exerting influence upon the County Council on the new Local Transport Plan both through its final stage of development and subsequent implementation in order to ensure the best outcomes for the City.  Your capacity to create an attractive investment environment will be essential to new business growth and a thriving economy, including a focus on developing growth across professional services and further improving the balance of high value industries and jobs.  Your partnership working and enterprise skills will enable you to focus regeneration across the City, deliver the Tourism Strategy and build on the Cathedral Square Development to further enhance the retail offer.  You will need to work closely with the sector owned and pioneering new ‘Place Partnership company, looking beyond the efficient use of one public estate to ensure maximum benefits are secured through freeing up land and buildings throughout the City to facilitate and enable all dimensions of economic growth.  As a City where available land remains ‘tight’, the ability to be creative and influential to maximise land use availability will be a major challenge.  Demonstrating real and measurable impact across all service areas will be a key performance measure.

Cathedral Square WorcesterTo enable you to focus on the above priorities, you will be supported by and work closely with the Deputy Director – Economic Development and Planning, who will lead on the delivery of both spatial planning and development management functions, enabling you to commit time and energy on the development of external relationships that will be crucial to successful outcomes.   As a key member of the corporate leadership team you will need to be committed to and actively support continuous improvement and our pursuit of the investors in excellence standard.

You will need to demonstrate a high degree of political savvy, gained through operating at a senior level and having engaged within a complex political environment.  In addition to tenacity and resilience, you will be willing to offer and accept constructive challenge and have an ability to see things through to delivery.  Most of all, you will need to demonstrate your passion and perseverance for delivering tangible outcomes and possess a positive and optimistic outlook, which will be essential to providing inspiring leadership and building long term and sustainable relationships with a range of public and private sector partner organisations.
